IIE is seeking qualified candidates for the following positions for an anticipated 5-year, USAID-funded Sustainable Higher Education Research Alliances (SHERA) Program in Indonesia.

Details of the job responsibilities and required qualifications are included below.
The primary objective of SHERA will be to increase the research capacity of faculty, staff, Ph.D. students and post-doctoral researchers at selected public and private higher education institutions in Indonesia through partnerships with U.S. universities.  All positions are contingent upon award and approval by USAID. Performance Monitoring and Evaluation Expert (PME)

The PME will be responsible for ensuring robust performance monitoring and evaluation that supports the achievement of the SHERA program objectives.
Essential duties and responsibilities include:

<!--[if !supportLists]-->·        <!--[endif]-->Monitor the performance of partnerships
<!--[if !supportLists]-->·        <!--[endif]-->Identify partnership implementation challenges and opportunities and develop effective ways to address such challenges and engage such opportunities
<!--[if !supportLists]-->·        <!--[endif]-->Identify and disseminate best practices among the SHERA partners and other interested parties
<!--[if !supportLists]-->·        <!--[endif]-->Comply with applicable contract and sponsor requirements and follow all IIE policies and procedures

Education/Experience:
<!--[if !supportLists]-->·        <!--[endif]-->Bachelor's degree or higher in a relevant area such as Monitoring and Evaluation, Economics or Research Methods; advanced degree in monitoring and evaluation preferred
<!--[if !supportLists]-->·        <!--[endif]-->At least seven (7) years of experience monitoring and evaluating development assistance programs, developing and implementing work plans and PMPs, assisting contractors in performance improvement, and writing assessments, lessons learned and best practice guides in support of improved program implementation and design
<!--[if !supportLists]-->·        <!--[endif]-->At least five (5) years of experience monitoring and evaluating higher education programs
<!--[if !supportLists]-->·        <!--[endif]-->At least three (3) years of  experience monitoring and evaluating development assistance programs in Asia; Indonesia experience preferred

Partnership Specialist

Reporting to the DCOP, the Partnership Specialist will oversee formation and cultivation of partnerships between U.S. and Indonesian institutions to advance research related to science and technology

Essential duties and responsibilities include:

<!--[if !supportLists]-->·        <!--[endif]-->Facilitate collaboration between U.S and Indonesian partner institutions to produce quality research on science and technology issues relevant to Indonesia's development
<!--[if !supportLists]-->·        <!--[endif]-->Establish and cultivate mentoring relationships between faculty of U.S. and Indonesian partner universities
<!--[if !supportLists]-->·        <!--[endif]-->Oversee provision of technical assistance by U.S. universities to Indonesian counterparts to increase research capacity

Education/Experience:

Grants Officer

The Grants Officer will provide leadership to administration of the grant award process.
Essential duties and responsibilities include:

<!--[if !supportLists]-->·        <!--[endif]-->Work with prospective grantees to ensure financial resources plans are consistent with the objectives of the individual partners and finalizing grant agreements
<!--[if !supportLists]-->·        <!--[endif]-->Administer large multi-year grants in compliance with USAID regulations to include leading the monitoring of sub-grant implementation, tracking sub-grant deliverables; tracking fund transfers to grantees and providing regular status reports
<!--[if !supportLists]-->·        <!--[endif]-->Comply with applicable contract and sponsor requirements and follow all IIE policies and procedures

Education/Experience:

Finance and Administration Manager    

The Finance Manager will provide financial and administrative management to SHERA. Areas of program responsibility include, but are not limited to: accounting, budgeting, financial analysis and reporting, payroll and procurements. The Finance and Administration Manager will direct and oversee all financial aspects of SHERA operations with significant interaction with IIE stakeholders in NY and DC.
Essential duties and responsibilities include:
<!--[if !supportLists]-->·        <!--[endif]-->Perform finance and accounting functions in accordance with Indonesian Financial Accounting Standards (IFAS), GAAP, IIE financial policies and procedures, donor requirements, partner requirements, and all other applicable laws, rules and guidelines; Includes budgeting, payroll, tax issues, variance and accounts analysis
<!--[if !supportLists]-->·        <!--[endif]-->Prepare and maintain the general ledger/trial balance/financial statement in excel or financial software, as applicable
<!--[if !supportLists]-->·        <!--[endif]-->Prepare a variety of financial records and reports including those related to the general ledger, accounts payable, accounts receivable, inventory control and valuation and fixed assets.
<!--[if !supportLists]-->·        <!--[endif]-->Prepare the Monthly/Quarterly/Midyear reports and Annual Financial Statements and provide financial reports to donors and stakeholders

Education/Experience:

<!--[if !supportLists]-->·        <!--[endif]-->At least five (5) years of hands on experience in accounting, including general ledger, cash management, financial planning, budgeting and monitoring of grant compliance required
<!--[if !supportLists]-->·        <!--[endif]-->Combination of commercial and not-for-profit financial administration experience highly preferred.
<!--[if !supportLists]-->·        <!--[endif]-->At least three (3) years of experience managing finances  for USAID contracts in excess of $5 million, in accordance with FAR and AIDAR
Knowledge, Skills, and Abilities:
