Technical Director

 

The USAID Jalin Project (hereafter referred to as "Jalin" or the "Project") is a five-year initiative implemented by DAI Global, LLC and its consortium of partners – IntraHealth, Vital Strategies, and Market Share Associates – to work with USAID to facilitate and support partnerships through a co-creation process that brings together a diverse range of public and private sector actors to leverage domestic resources, increase the pace at which reliable local evidence is made widely available and utilized to design and implement local maternal and newborn health (MNH) solutions.

 

Jalin will contribute to a MNH movement in Indonesia that: (a) brings together actors, including those traditionally outside the health system, to use local evidence and global best practices to co-create, test and adapt local solutions; (b) addresses evidence gaps by identifying where and why maternal and newborn deaths are happening and uses that information to co-define and create local solutions; (c) engages the public and private sectors to co-finance scalable local solutions to support partnerships and ensure that the poor and vulnerable have access to essential services; (d) catalyzes new and existing partnerships, local solutions and co-investment through a whole-of-market approach across the projects areas of technical focus; and (e) fosters a culture of learning and adaptation.

 

Job Summary

The Technical Director ensures a cohesive, holistic approach across all six Jalin Technical Focus Areas (TFAs) and is the focal lead for senior-level interaction with the Government of Indonesia.  S/he leads a multi-disciplinary team of Jakarta-based technical specialists in governance, social and financial protection (including JKN), and MNH.  The Technical Director leads a technical team fully integrated with the Partnerships and MERLA teams to promote evidence-based co-definition of problems and co-creation of effective local responses to:  (1) improve quality of care in public and private sector facilities; (2) improve efficiency and effectiveness of the referral system at community and facility levels; (3) improved effectiveness, accountability and responsiveness of local governance; (4) improved utilization of MNH services by the poorest and most vulnerable; (5) improved financial protection for the poorest and most vulnerable; and (6) improved utilization of evidence for decision-making and advocacy purposes.  The Technical Director leads Jalin's efforts to ensure multi-stakeholder actors demand and utilize MNH evidence so that it is integrated into programming that reaches the poorest and most vulnerable.

 

Duties and Responsibilities

  • Oversees the provision of targeted, effective technical assistance to the GOI, project grantees, co-creation partners and other actors working to improve MNH outcomes from the public and private sectors.
  • In collaboration with the Partnerships and MERLA teams, ensures a cohesive, holistic approach across all project activity.
  • Ensures technical quality of activities across each of the six TFAs and identifies and maximizes synergies across them.
  • Test new opportunities in creative ways to apply new evidence to local problem identification and solving through technical assistance interventions, grants, co-creation events, workshops and forums, traditional and social media, etc.
  • Provide technical assistance to Jalin stakeholders using a facilitation approach to ensure that local capacity and ownership survives beyond the life of the project.
  • Generate increased attention to MNH across Indonesia by shifting public perception to draw more attention to the issue, using available evidence to galvanize interest in and a sense of urgency around MNH.
  • Support and coach local institutions to gather, disseminate and use critical information and evidence to inform technical solutions to program, policy and advocacy actions at all levels of project focus.
  • Support groups of local stakeholders at both the national and subnational levels that share a goal of collectively improving MNH outcomes to identify, implement, monitor, fund and assist a complementary collection of partnerships and solutions.
  • Focus on leveraging change at scale, with an explicit plan, learning agenda, and implementation and testing of innovations and improved technical approaches to improving MNH outcomes, with a focus on gender integration.
  • Engage the JKN as the driving force for healthcare changes, and target assistance to reach the poorest and most vulnerable.
  • Coach Jalin regional staff to maintain technical engagement at provincial and district levels, engagement with public and private sector health service providers, and focus on key leverage points for accelerating progress.
  • Ensure project interventions align with Indonesian Government policies and priorities.
  • Develop strategies and technical concept notes related to health inequalities associated with the poorest and most vulnerable.
  • Identify local consultants to support partnerships that engage the poor and most vulnerable.
  • Lead timely preparation of technical sections of reports and other deliverables including annual/quarterly performance reports, annual work plans, and ad hoc presentations and reports.
  • Strengthen the capacities of project and partner staff with technical updates, sharing of new evidence, and learning and supportive supervision.
  • Travel to field sites to provide technical assistance and oversee the implementation of programs that address health inequalities for the poorest and most vulnerable.
  • Other relevant duties as assigned by the Chief of Party.

Essential Requirements

  • Master's degree or equivalent experience in public health, governance, sociology or related field.
  • At least 10 years of experience working in quality and performance improvement of health providers with deep knowledge of the Indonesian health system and MNH in Indonesia.
  • Extensive experience leading multi-disciplinary teams for results and impact.  Demonstrated strong leadership skills are essential for this position.
  • Proficiency in performance improvement approaches and techniques.
  • Capacity to identify and source technical assistance across a variety of technical focus areas:  MNH, governance, social financing, etc.
  • Demonstrated capacity to promote and provide technical input to the co-creation platform.
  • Demonstrated capacity to assess Indonesia context-specific MNH opportunities and barriers.
  • Capacity to conceptualize, package and effectively communicate MNH technical information for market consumption across all system actors.
  • Experience with USAID funded projects is an advantage.
  • Excellent oral and written communication skills in Bahasa Indonesia and English.
  • Proven leadership/interpersonal skills and demonstrated ability to interact professionally with stakeholders.
